We have a working POC for local testing of the swatch-billable-usage component. Refer to the commits in SWATCH-3532  https://github.com/RedHatInsights/rhsm-subscriptions/pull/4530 for implementation details. The objective is to extend this capability to all services. This card focuses on enabling local testing for the swatch metrics using the Wiremock profile.

Acceptance Criteria:

1. It should be possible to run the following command successfully:
   make swatch-metrics
    
2. The service should be reachable locally on ports 8016 and 8000, with the proxy correctly set up.

       3. At least one test (test_verify_metering_operation_for_events_received_from_prometheus_for_openshift_products) should connect to the local environment and pass successfully.
