      Put a build timeout in the Jenkins Stage Env Check job.

      The job will run indefinitely while holding the lock on the 'stage' resource.  See: Stage Env Check Job 6611 which I killed after 10 hours.  This is preventing other builds from running.  Example curiosity-standalone

      The job takes 10 minutes to run successfully.  A 1 hour timeout will let other jobs run if it has an issue.
