Investigate and fix IQE test test_e2e_conduit_stage

This test looks to be having trouble verifying hosts as they are not showing up in the subscription table. This usually points to an issue with sync_swatch(). 

FYI: In the linked ticket this test was recently moved to the post_stage_deploy run.
