We need to do a major version upgrade of Postgres by Q1 of 2025 and making sure we can do that without taking a lengthy outage is critical.  If we enable blue-green deployments in RDS, we can perform database upgrades without taking a major outage.

The HBI team suffered through a very difficult major version upgrade.  We, ourselves, experienced a significantly longer than expected outage when we upgraded Stage to a Graviton based instance.  Let's learn from those missteps.
