In order have swatch-metrics-hbi make use of feature flags, we need to have its flag created in our target environments.

Automatically creating feature flags in EE is not currently supported. Make use of the work that was previously done by Alex to have our flag automatically created when deploying to an EE. As well, follow the procedure in app-interface to get the flags created in Stage/Prod environments.

The flag should be named: swatch.swatch-metrics-hbi.emit-events

Done:

• Feature flag created in EE
• Feature flag created in Stage unleash instance.
• Feature flag created in Prod unleash instance.
