Currently a build only occurs when a PR/merge occurs on the main branch. This should also happen for the hotfix branch.

Definition of Done:

• When a PR is opened against hotfix for swatch-metrics-hbi the konflux pipelines are triggered
• When a PR is merged into the hotfix branch, the konflux Release Plan Admission (RPA) is triggered and a build ends up in https://quay.io/repository/redhat-services-prod/rh-subs-watch-tenant/swatch-metrics-hbi/
