The force syncing of subscriptoins logic is slowing down the processing of billable-usage-hourly-aggregate messages and causing consumer lag to increase. This forceSync is longer needed because we have retries in place now.

This task is to remove that code so no syncing of subscriptions happen during GET azureUsageContext and awsUsageContext call.
