swatch-metrics is producing messages with billing_provider, but not cloud_provider or hardware_type

When swatch-tally ingests these messages, it defaults the hardware type to PHYSICAL.

• Events from swatch-metrics should include cloud_provider and `hardware_type: 'Cloud'`
• Snapshots/adjustments/billable usage should reconcile appropriately with existing data. i.e. if ROSA events have been persisted as PHYSICAL up until now, but then start persisting as AWS/AZURE, we shouldn't re-count or re-bill previous usage for that instance just because the hardware type changed.
