When the payg-usage-tracking.ipynb in swatch-support-scripts generates a payg-tracking csv it does not indicate whether a contract was found for an account. This task is to add a update the python notebook to add a column to the generated CSV that indicates  whether or not a subscription/contract exists when usage is found.
