In SWATCH-2475 we discovered that IQE currently has no way of populating feature flags into an unleash instance.  Likewise, there is currently no way to toggle existing flags to allow for testing multiple states of a feature.  We need a way to do this.

There is at least a preliminary approach to population outlined here but it looks like it is up to us to implement some of it.
