The endpoint "/internal/rpc/tally/remittance/purge" is in the internal tally API, and it should be part of the billing API since it strongly depends on billable usage components.

Acceptance Criteria

• Move the endpoint "/internal/rpc/tally/remittance/purge" from internal tally API to the internal billing API. The new path should be "/internal/rpc/remittance/purge" instead.
• Update the cronjob from the clowdapp tally accordingly.
