PR & Hotfix for liquibase update to set tally_state.latest_event_record_date where it's null to either Mar 27th, or the timestamp immediately before April 1st.

• Assume for now, the moment before April 1st Midnight UTC.
• Also need to set json record_date from record_date column where record date is missing from JSON (~100s of records) - in same transaction/changeset as the tally_state update.

Done:

• All event records have record_date in JSON
• All tally_state records have non-null latest_event_record_date
