Update read of tally summary messages to only use metricId instead of UOM

      As a swatch developer, I want swatch to ignore UOM in messages in platform.rhsm-subscriptions.tally, so that I can remove UOM later on.

      Done:

      1. Code updated to read from metricId only
      2. Update IQE tests to use metricId instead of UOM
