Create billable-usage service & move kstream components to said service

      Done:

      • new quarkus based image built for swatch-billable-usage
      • billable usage components (kstreams stuff) removed from swatch-azure-producer
      • no changes to the queues used or messages being defined. 
      • Azure producer no longer deals with kstreams
      • BillableUsageAggregate message format extracted, follow the pattern of swatch-model-events
      • QE regression test only

            khowell@redhat.com please split out a new card for moving things from tally. This existing card will focus on getting a new service stood up & consolidating the kstreams stuff out of aws & azure producers.
