[RFE] When a cluster only has infra type it is not listed in the subscriptions page

      Overview

      If a cluster only has infra type nodes it is not listed in the OpenShift Subscriptions page with a core count of 0 (https://console.redhat.com/openshift/subscriptions/openshift). Request is to have this type of cluster still listed only with a zero core count for complete visibility that cluster isn't utilizing any cores and also because the naming on the subscription page isn't related to the real clusterid or hostname.

      • New SOPs have been written.

      • The feature exposes metrics necessary to monitor.
      • The feature has had a security review / Contract impact assessment.
      • Service documentation is fully updated and complete.
      • Product Manager signed off.
