Create Helper for kafka testing

We need a helper in smqe_tools that allows us to send kafka messages. There is an IQE plugin for this, which we use in the 
create_metering_event function in rhsm_subscriptions plugin.

• Helper should be generic so that it can be reused to hit different topics
• Helper should have CLI wrapper to use it via swatch-client command line
