Kafka configuration issues preventing startup of several services

      There were a couple of recently introduced issues with kafka configuration handling:

      swatch-metrics fails to start with errors like:

      Could not find a 'KafkaClient' entry in the JAAS configuration. System property 'java.security.auth.login.config' is not set

      swatch-api fails to start with errors like:

      java.lang.IllegalStateException: Unknown type found in clowder configuration for Kafka Broker property: clowder.kafka.brokers.sasl.securityProtocol
