In order to start building out export functionality in swatch, we need an instance of the export service to work with. In order to test, we need an instance of the export service in ephemeral environment to support pr-checks.

• swatch-tally ClowdApp definition is updated to list export-service as a dependency

• export-service starts up in ephemeral environment without any errors
