Remove now-redundant components from the monolith

    Description

      • Remove org.candlepin.subscriptions.metering package
      • Remove src/main/spec/internal-metering-api-spec.yaml
      • Need to coordinate w/ QE to prevent test breakage.

      QE: update paths as needed to the current turnpike routes (if not already done).
