Enable internal api to be accessible in swatch-metrics-rhel

We previously thought that because the pods would have different names, everything would just work to hit the internal api.  It's not going to "just work" though because of the /app/rhsm-metrics definition in turnpike.  It sends traffic to "swatch-metrics" directly
