This card is an extension to SWATCH-1521. Nightly tally should only fetch non-payg products.
Since SWATCH-1521 Configure RHEL for x86 EUS - traditional subscriptions, would contain the same engId 70 as the engId for EUS-Payg. We can use ispaygEligible, to distinguish between them.

Done and Test:

• Nightly tally should use only non-payg products
• Hourly tally should use only payg products.
