To integrate with RHOBS, we're going to be standing up new deployments of swatch-metrics and swatch-metrics-sync.  To segregate this flow from the existing one, we need to introduce a new topic for this.  The name of the topic should be platform.rhsm-subscriptions.metering-rhel-tasks.
