[RFE][GUI] Graph's Historic Usage Only Goes Back 3 Years. Customer Wants 5.

The drop-down component that controls the x-axis of the Subscription Watch graph only goes back as far as "Past 3 years (quarterly)".  Customer requested it be changed to go back as far as 5 years.

Done Criteria

• Back end is updated to retain quarterly history for 5 years
• The 3 year graph option is entirely replaced with the 5 year option. GUI dev has discretion as to modifications needed for the x axis if it appears too crowded.
