As OCM, I want subscription watch to skip metering certain instances which are of billing_model="marketplace". In these instances the metering is performed by the cloud provider, and not by RH, so swatch should ignore these instances altogether.

Specifically, swatch should ignore any systems having metered_by_rh = false.

Accordingly, the query should include an additional filter: 

{metered_by_rh!='false'}

The promql filtering can be tested with ROSA as they are already submitting data that uses this label. ROSA classic is identified with product moa.
