Refactor billable usage producer to use swatch-product-configuration

    Description

      As a developer, I'd like to refactor the billable usage producer to use swatch-common-configuration, so that I can retire tag_profile.

      Note: billing window should be assumed to be monthly rather than looked up.

      Done:

      • The following classes contain no references to tag_profile:
        • BillableUsageController
        • RemittanceController no longer exists
        • TallySummaryMessageConsumer
        • ContractsController
        • BillableUsageMapper
