As a developer, I'd like to refactor the tally operations to use swatch-common-configuration, so that I can retire tag_profile.

• The following classes contain no references to tag_profile:
  • BaseSnapshotRoller
  • MetricUsageCollector
  • TallySnapshotController
  • TallyWorkerConfiguration
  • FactNormalizer
    • FactNormalizer class updated to stop checking hardcoded strings to identify products/variants
