Curl based tally snapshot purge job is failing with 403 response

The tally snapshot purge job was recently changed to a curl style job ( SWATCH-1042 ). When it runs in the stage environment, curl is failing with a 403.

The job should succeed and curl should receive a 204 when the purge process has been started.
