Some of the ocp clusters are not reporting changes to the Subscription watch page (https://console.redhat.com/openshift/subscriptions/openshift-container))

• There's an descrepancy between the compute cores reported on https://console.redhat.com/openshift/subscriptions/openshift-container
  with the data for console.redhat.com/openshift.
  (Check the attached screenshot)

• The "last seen" for some of the clusters is not getting updated.

We tried restarting the telemetry pod and the insights pods, but that didnt help.
