(Using this story both for cluster-csi-snapshot-controller-operator and cluster-storage-operator + AWS EBS CSI driver operator)

Current storage operators works only in standalone OCP. We need to redesign cluster-csi-snapshot-controller-operator, cluster-storage-operator and AWS EBS CSI driver operator to work both in standalone OCP as today and in HyperShift control plane.

The design should include also necessary changes in control-plane-operator or other HyperShift components.

Expected results:

• Enhancement with the design.
• Stories to implement the design in the epics linked above.
