As an administrator, I want to have a default StorageClass on Azure Stack Hub.

Ensure that both of the following are true:

• CSO does not deploys the Azure Stack in-tree driver (it currently does not)
• The Azure Disk CSI Driver Operator deploys a StorageClass using the CSI driver.
