Fix and support VPD in mixed environments

      Ensure that VPD works in mixed environments and baremetal nodes are skipped while running node checks.

      Storage should ideally be disabled as documented in - https://docs.google.com/document/d/1pr4tnVLJbcDiPs6ToyjFsOfU1a2S-Ml3bE7zyKD4yTc/edit?tab=t.atlbda3cjfc4#heading=h.9ivcgd2s6rur

      But it may be worth testing with storage enabled too and make sure VPD at least doesn't crash right away or something.
