Find out if we can migrate to use new rust based efs-proxy in Opensihft

      From discussions in https://docs.google.com/document/d/1lTVSCM_OQoy1YB3amUI070P75uugSZFaPh7GW-Xoy_Y/edit?tab=t.0 , we need to find out if we can use newer rust based proxy in OCP.

      We need to find out if we can still be FIPS compliant and whether SSL library can be replaced during compile.
