      On 4.13, based on these two PR's:

      https://github.com/openshift/api/pull/1423
      https://github.com/openshift/kubernetes/pull/1514

      kube-controller-manager and kubelet both need to have the OPENSHIFT_DO_VSPHERE_MIGRATION environment variable set whenever `vsphereStorageDriver == CSIWithMigrationDriver` on the Storage operator. This is controlled by cluster-kube-controller-manager-operator and machine-config-operator.
