Enable CSI migration in new clusters

      I new 4.13 clusters we want CSI migration enabled by default, so users can use topology features.

      • The default StorageClass should be with the CSI driver.
      • There should be no in-tree StorageClass
        • Users still can create one and it should use CSI migration in that case
      • vSphere Topology works out of the box

      This can be done by adding the create-only annotation to CSO Storage CR manifest, like in KAPI-O. CVO will not reconcile the CR during upgrade (-> existing Storage won't get CSI migration enabled), only fresh 4.13 clusters will get it.
