Update API for Recover from resize failures in Kubernetes 1.27.

 
Why is this important? (mandatory)

Users will be able to recover from a state, when they resized a PVC to a size that has been rejected by the storage backend - Kubernetes API currently does not allow shrinking of PVCs.
