Since sscsi driver operator is going GA with 4.18, ensure that the operator supports disconnected environments by 4.19

The SSCSI operator should support disconnected environments in theory, but it has not been fully validated in regular CI runs yet.

We need to verify the operator's functionality in a disconnected cluster manually.

If it doesn't work properly, then we need investigate what the missing bits are.
