Moving our upstream-sync CI to kie-ci repository to make it reusable from other midstream repositories (see https://issues.redhat.com/browse/SRVLOGIC-281), it stopped working with some issues, eg:

remote: error: GH013: Repository rule violations found for refs/heads/main-apache. 

We need to make it work again and redesign the logic, similarly to the kubesmarts/kie-tools sync CI and make it reusable from kubesmarts/kie-tools as well:
