Summary

When building and publishing web tools images  the workflow is setting kogito runtimes version to KOGITO_RUNTIME_version: 999-20250511-SNAPSHOT. This is not ideal.

As this is a apache upstream built version of kogito runtimes.
We should either build something ourselves from 9.103.x-prod branch or use the productized maven version by Red Hat.
