Parodos team wants to use org.kie:kie-addons-quarkus-monitoring-prometheus extension as part of swf-builder and swf-devmode images.

Currently the prometheus extension is not getting produtized, so we have to start productizing it as part of kogito-runtimes and then include the extension by default in the offline maven repository zip of both images.
