A new build is not triggered when workflow is updated and previos build failed.

When user build and deploying workflow in OpenShift and the build fails. Then do the updates for workflow and save them. A new build to propage these changes is not triggered.

In case previous build was successful a new build after change in workflow is trggered.

Actual behaviour:
After failed build and updated workflow a new build is not trigger

After failed build and updated workflow a new build is trigger
