Feature EPIC that includes all the persistence features for the OSL 1.33.0 (SonataFlow GA).

Besides the already included persistence support via PostgreSQL that we already have in place upstream, we are looking for adjusting a few corners on the operator side:

1. Schema initialization handling
2. Make the internal operator build manager configuration smarter to include the necessary add-ons to the build process
