Improvements on the Job Service start-up and periodic jobs loading procedure

The following improvements must be implemented to the jobs initial and regular loading procedure:

• Add the possibility for users to configure the ability to fire overdue jobs at the service start. In situations where a job is overdue during a service shutdown, currently, in the next service start no action is taken on that job.  However it must be possible to fire these jobs at the next service start. While this will be the default behavior, it will be possible to disable it with a configuration parameter.
• Remove existing limit on the loading queries.
• Other internal improvements and performance tunings.
