As a user I would like to delete workflow definitions from my environment

We can provide two step process to delete workflow definitions.
1. Mark workflow definition as marked for deletion (annotate CR) and do not allow to start new workflow instances using this definition
2. Periodically check whether there are no workflows in progress and purge definitions marked for deletion.
