[regression] 1.25.0 knative-serving controller crashloops with too much secrets on the cluster

      Creating 16384 32kB secrets on a cluster crashes 1.25.0 knative-serving controller, but works fine on 1.24.0 .  It appears the new controller keeps all the cluster's secrets in memory, while it didn't need to do that in 1.24
