Serving CR fails to become Ready on OCP 4.12 with no optional capabilities

      OCP 4.11 introduced optional capabilities: baremetal, marketplace and openshift-samples.

      OCP 4.12 expands that list by adding: Console, Insights, and Storage.

      When trying to install Serverless on OCP 4.12 with no optional capabilities:

      capabilities:

      The Knative Serving can't complete installation:

      NotReady: Waiting on deployments: controller
