This is same Jira with SRVKS-889 but against 4.9+

• 4.9 log
• 4.10 log

The common condition so far is:

• The issue happens on only mesh (kouire does not have the issue.)
• The replica misses only one pod like "#replicas: 8, want between [9, 21]" .
• No suspicious event log
• Event logs set replicas to 8 so there are no error regarding starting the 9th pod.
