As part of epic https://issues.redhat.com/browse/ODC-4744 targeted for OCP 4.8

We needed to improve user experience with providing default values for auto scale configurations (from example). This is present in config-autoscaler (example) in ns knative-serving for regular user

However regular user won't have access to it, we can enable this capability for all user if regular user (self provisioner) as well can get read access to ConfigMap config-autoscaler
