[DOC] Document usage of Knative Services with restrictive Network Policies

      It's fairly common for clusters with multiple users to use NetworkPolicy objects to control which pods, services, and namespaces within a cluster can talk to which others over the network. When OpenShift Serverless is installed in such a cluster, Knative Services in a namespace with a restrictive NetworkPolicy can't receive traffic.

      SRVKS-561 tracks the work to figure out the appropriate NetworkPolicy that a user would need to apply to these namespaces to get their Knative Services working. This issue is to track documenting when and how to use that policy for our users.
