With 1000 ksvcs on the cluster,

after reinstalling (e.g. upgrading) KnativeServing, and creating a new ksvc just after KnativeServing becomes Ready,

3scale-kourier-control spends about 800 seconds reconciling all the old ksvcs before processing a new ksvc created,

so the new kscs spend about 800 seconds in IngressNotConfigured or Unknown state before becoming Ready.
