I think in point 3.3 https://access.redhat.com/documentation/en-us/openshift_container_platform/4.2/html/serverless_applications/installing-openshift-serverless#installing-knative-serving_installing-openshift-serverless should be a note that this resource MUST be in knative-serving namespace or it will be ignored.
